LEAD, PROTECTION SERVICES

Position Summary

Interior Health is looking for an experienced Lead, Protection Services to join our team on a full time permanent basis.

This position offers a flexible work location but must be within the Interior Health Region.

Salary Range:
Salary range for the position is $88,990 to $127,923. Interior Health establishes salaries within the minimum and maximum of the salary range based on consideration of the qualifications, experience of the applicant, and an internal equity review of the salaries of other employees.

About the job:
In accordance with the established vision and values of the organization, the Lead, Protection Services is accountable to the Manager, Protection, Parking, and Fleet Services (PPFS). The Lead will direct special projects and initiatives under the Protection Services portfolio that may be site-specific, organization-wide, or working together with counterparts in other organizations.

The Lead will act as an internal design consultant for renovations and capital projects ensuring IH facilities are safe yet accessible and poised to support patient-centred care initiatives while taking into account limitations of the facility, its infrastructure, and technology capabilities.

The Lead will be responsible for the development, implementation, and management of a master plan for Interior Health’s (IH) electronic security systems and will take a leadership role in assessing requirements, developing specifications, and procuring security technology while being empowered with decision-making authority in this regard.

Additionally, the Lead will oversee IH’s Photo ID program.

The Lead will maintain linkages and regularly communicate with internal partners such as Information Technology, Capital Planning, Plant Services, IH Property Management, Workplace Health & Safety, and site leadership. Additionally, the Lead will maintain relationships with third party groups including, but not limited to, IH’s P3 Partners, industry peers, and security technology vendors.

Typical duties and responsibilities:
• Design planning and consultation – represents Protection Services during capital/infrastructure projects with a particular focus on safety and security to ensure appropriate design concepts and technology are incorporated into plans that support the needs of the department, site, organization, and partners. Develops and maintains standards for safe facility design.

• Special projects and initiatives – Leads and participates in special projects, as assigned by the Manger, PPFS. Manages assigned projects; liaises with partners; and coordinates the activities of staff, consultants, and contractors to ensure project requirements are met.

• Security systems technologies – develops and maintains a master plan for IH’s electronic security systems that will ensure the organization is efficiently and effectively using appropriate technology consistently across IH, while seeking opportunities for cost-savings through procurement strategies. Develops and maintains standards, specifications, and guidelines with regards to electronic security systems in accordance with applicable codes, regulations, standards, industry best practice, and IT specifications, while meeting the needs of IH partners and aligning with the organization’s vision and objectives. Remains current on industry trends to identify new technology or changes that may impact existing systems or create opportunities for improved operations and/or cost savings. Leads the procurement of security systems technologies and manages the related work of external service providers where necessary.

• Photo ID – oversees IH’s Photo ID and Access Control programs. Establishes, develops, and implements goals, objectives, standards, and operational requirements within the assigned areas of responsibility.

• Works closely with IH’s Coordinators of Protection Services, providing support, leadership, and guidance with regard to the implementation and support of security technologies, facility design, and special projects as required.

• Participates in the identification and prioritization of capital, management, and IT improvement needs, within scope.

• Assists in the development and implementation of annual operating budgets, capital budgets, and life cycle costs within the assigned areas of responsibility, ensuring the efficient utilization of financial resources.

• Develops and maintains key internal/external partner relations and participates on committees as required, representing the organization as a subject matter expert within the areas of responsibility.

• Provides after hours on-call support for Protection, Parking, and Fleet Services across IH, as assigned. May cover for others in the portfolio during planned and unplanned absences.

• Manages and mentors assigned staff: hiring, supervising work, establishing schedules, and providing work direction and assignment of duties to meet operational requirements.

• In alignment with IH’s Occupational Health & Safety Program, employees shall adhere to all Occupational Health and Safety policies and procedures at all times and attend all required training. Employees are responsible to report any identified hazards, unsafe conditions or incidents to the manager or supervisor immediately.

• Performs other duties as assigned.

Qualifications

Education, Training, and Experience

• A diploma in business, healthcare administration, technology, building design, criminology, or a related discipline and specialized training in protection services or criminology, or an equivalent combination of education and experience.
• Working knowledge of appropriate legislation and provincial/national standards for fire safety, building codes, security, and protection of privacy.
• Five to seven years of experience in security/protection services, preferably in a healthcare environment, with specific experience around electronic security systems, building design consultation, and project management.
• Membership with IAHSS (International Association for Healthcare Security and Safety). A Certified Healthcare Protection Administrator (CHPA) designation through IAHSS is preferred.
• Education and training in investigations, threat assessments, Health Emergency Incident Command System (HEICS), and/or Crime Prevention through Environmental Design (CPTED).

Skills and Abilities
• Demonstrated ability to lead, plan, direct, manage, and implement.
• Demonstrated ability to make presentations to groups.
• Demonstrated ability to function effectively in a highly dynamic environment.
• Demonstrated proficiency in the use of personal computers and computerized systems.
• A Class 5 BC Driver’s License.
• Physical ability to perform the duties of the position.
